His smile and light- ning wit illuminated the wardroom. His wrath stopped the ship. Perhaps his most frightening words were direct- ed to the wardroom mess cooks, Whatya mean we're outa ice cream? It takes a very special type of man, one blessed with a shiphandlerls touch and a natural ability to lead, to sit in the Captainis Chair and assume the awesome responsibility of Command. HALSEY is fortunate to have such a man. Captain Richard R. TARBUCK assumed command of HALSEY on May 19, 1979. He came to HALSEY from the staff of COMCRUDESGRU EIGHT in Norfolk, Vir- ginia, where he served as Assistant Chief of Staff for Ops and Plans. Captain TARBUCK's principle assignments have in- cluded duties as Commanding Officer, USS WARBLER CMSC-2061, Commander Mine Division Thirty Two and Commanding Officer, USS KING CDLG-101. The Captain is no stranger to Westpac. USS WAR- BLER and MINEDIV 32 both called Sasebo, Japan, home. As CO of KING, he led her through two combat tours in Vietnamese waters and, during the India-Pakistan War, he guided her into new waters as she escorted the first United States Carrier Task Force to deploy into the Indian Ocean. We will always remember the wealth of knowledge he shared with us on the history and culture of the many places we visited. Born in Vallejo, California, Captain TARBUCK, gradu- ated from the Naval Academy in June of 1956. He and his lovely wife Roberta, are currently residing in Coronado. CHAPLAIN - The Chaplain is the ship's spiritual coun- selor. He conducts weekly church services and delivers the evening prayer each night underway. His door is always open to come in and discuss a problem or just to say hello. During the cruise he did much to boost our morale, plan+ ning many fine recreational events both aboard and ashore, including the many informative and entertaining tours in the various ports we visited, bingo nights and the ship's party. His smile and good will went a long way toward making a happy crew. COMMAND CAREER ACOUNSELOR - The success of every enlisted man on boardqis his primary concern. He will interview each man at various points in their tour on board, determining their desires and advising them of the requirements necessary to reach their goals. He keeps the command informed of the progress made by each individual and coordinates the effort necessary to ensure full opportu- nity for advancement and training is afforded to all hands. SENIOR CHIEF PETTY OFFICER OF THE OOM- MAND - The Senior Chief Petty Officer of the Command is the senior enlisted man on board. His role is vital, as he is the key link between the Captain and the crew. He makes timely recommendations to the CO on the needs and prob- lems of the crew, and most importantly, he offers solutions.
