Donald Robert Hess Captain Donald Robert Hess, U.S. Navy, a native Iowan, was born in Des Moines and raised in Daven- port. He attended lowa State University, graduating in 4965 with a Bachelor of Science Degree. Commissioned in 4965 through the Naval Reserve Officers Training Corps program, his first assignment was in USS COCHRANE CDDG 243 homeported in Pearl Harbor, Hawaii. There he served as Assistant First Lieu- tenant, Navigator and Combat information Center Officer. ln July 4968, Captain Hess attended Destroyer School in Newport, Rhode island where he graduated Uwith distinction . Upon graduation, he reported to USS CONYNGHAM QDDG 473, homeported in Norfolk. Virginia. He served there as Weapons Officer until Sep- tember 4974. The Bureau of Naval Personnel in Washington, D.C., was Captain Hess' next assignment. He was initially toured as a Surface Junior Officer Assignment detailer, and later as Aide Placement Officer and Administra- tive Assistant to the Director of the Restricted Line, Staff Corps and Major Staffs Placement Division. In 4975, upon successful completion of the course of instruction at the Armed Forces Staff College in Nor- folk, Virginia, Captain Hess was assigned as Executive Officer of the USS BERKELEY CDDG 453, homeported in San Diego, California. From May 4977 to December 4978, Captain Hess served in the Navy Office of Legislative Affairs in Wash- ington, D.C., as a congressional Liaison Officer with the U.S. House of Representatives. His next assignment was as Special Assistant for Naval Personnel to the Assis- tant Secretary of the Navy CManpower, Reserve Af- fairs and Logistics3 from 4978 to 4979. Captain Hess' next tour of duty was as Command- ing Officer of the USS O'BRlEN CDD 9753 homeported in San Diego, California, from 4980 to 4982. The staff of Commander, Attack Carrier Strike Force, Seventh Fleet, homeported in Cubi Point, Republic of the Philip- pines, was Captain Hess' next assignment, where he imaged as Surface Operations Officer from 4982 to A. From January 4984 to July 4986, Captain Hess served as the Head, Officer Plans and CommuniTY Management Branch, Office of the Chief of NavOl Operations COP-4303. Captain Hess was promoted to his present rank in March 4985. He assumed commdnfi of USS G-RIDLEY QCG 243 on 44 January 4987. CaptOIfl Hess is under orders to report as Chief of Staff, Com- mander Attack Carrier Strike Force, Seventh Fleet.. Captain Hess' awards include the Legion of Meill- the Meritorious Service Medal Cgold stars in lieu of sec- ond and third awards3 and the Navy Achievemefll Medal with Combat ln addition, he wears various campaign and service medals.
