Many Americans were forced to abandon plans for travel abroad this year as department store bombings, airline hijackings, and shipboard sieges became a commonplace occurrence. The use of terrorism became an official gov- ernment policy in countries such as Libya. We've begun to learn that terrorists, those who have nothing to lose, are the ones to fear.
