TERRORISM It is no longer somebody else's problem. From London to Cairo, terrorism was the headline story of the year. Many Americans were forced to abandon plans for travel abroad this year as department store bombings, airline hijackings, and shipboard sieges became a commonplace occurrence. The use of terrorism became an official gov- ernment policy in countries such as Libya. We've begun to learn that terrorists, those who have nothing to lose, are the ones to fear.
