MR. PAUL T. SCHWEITZER Service to the community is the goal of any school board. In normal times they are guided in many of their actions by the sug- gestions of the superintendent. In normal times this is as it should be, because the superintendent is closer to the functioning of the school system. Time of crisis requires the school board to demonstrate strong leadership of the school system, and strong support of the school superintendent. This school year has been a year of crisis. Among any group there must be a leader. In normal times the leader is a moderator for the group. In time of crisis the leader must be the spokesman for the group. At any time J wi . 1 the leader must have the acceptance and support of the group. In this year of crisis the school board has been outspoken for public schools: segre- gated schools if possible, integrated schools if necessary, but for public schools. And speak- ing most often for the school board has been its chairman. In recognition of his belief in and unswerving support of public schools, the staff of the 1959 COMET dedicates this edi- tion of our yearbook to Mr. Paul T.
