Superintendent J. J. BREWBAKER School Board members are selected by the Norfolk City Council. They have overlapping terms so that, just as the Senate, the whole board never changes at one time. The School Board is therefore a continuous body. The board sets the policies that each school will follow and then the Superintendent carries out those policies. The Superintendent is the chief administrative agent for the board. The School Board members are actually the ones who elect teachers to their iobs. The Superintendent is backed up by members of the board and they approve all acts of the Superintendent before they are carried out. The entire board is responsible to the council because they are appointed by this body.
