Throughout our history, the Constitution has been faced with the severest challenges: bitter sectionalism, controversy, civil war, and problems on immigration. Both governments and indi- vidual liberty have survived these tests through the instru- ment of the Supreme Court, as guardian of the Constitu- tion.

K . Winter The United Nations, established on October 24, 1945, has perhaps done more to further world peace than any other organization. The charter was drawn up and signed at the San Fran- cisco Conference, held in April and June of 1945. The charter was ratified by China, France, Russia, the United Kingdom, and the United States, plus other signatory nations. The name of the organization was suggested by Franklin D. Roosevelt, who at the time was President of the United States.
