TURNER WHITE I The Springfield Public School System is recognized as one of the outstanding school systems in the nation. More important than any recognition, however, is the quality of education to which the Board of Education is committed. The Board of Education constitutes one of the most important organizations in the community and is one of the greatest stabilizing forces in the nation. The Board, composed of six citizens elected by the voters of the district, is entrusted with the re- sponsibility for planning for the educational welfare of children. i The technological and scientific advances of re- cent .years have brought about tremendous changes in society and have piacediincreased demands on educa- tion. In order to plan an educational program that meets 10 the needs of this changing society, the Board works closely with its executive officer, the superintendent of schools, in studying the problems that are involved and in establishing broad policies for the effective operation of the educational program. Springfield has been fortunate for many years to have the freely-given services oft outstanding citizens as members of the Board of Education. The only compensation for the many hours spent away from their private affairs is the satisfaction that comes from important personal contribution to the community and to the nation through the education of today's youth. The record of outstanding leadership and service of the Board of Education merits the appreciation of the citizens of the community. WILLARD J. GRAFF Superintendent of Schools As Superintendent of Schools, Mr. Graff serves as the executive officer for the Board of Education and as its chief administrator for the school system. He is a teacher. He counsels with and advises the Board of Education. He represents the school personnel in professional and welfare matters in dealing with the Board of Education and in the community. His position requires that he exert educa- tional leadership, state his educational point of View clearly in the community, and lead in the improvement of instruc- tion with confidence in his position. In the thirteen years that Mr. Graff has served as superintendent, the school system has experienced more growth and adjustment to change than was experi- enced in all of its previous history. The successful adjustment of the school pro- gram to meet the needs of a changing society can be attributed in a large part to the leadership of Superintendent Graff. In the decision-making in which he is in- volved, he continuously relates one basic consideration: Will it improve the edu- cational opportunities and experience for the young people both present and future?', , , ll
