The Legislative Department of the federal government, made up of the Senate and the House of Representatives, is the law making body of the land. There are many times, however, when a law requires the vote of the people before any action can be taken on it. This is espe- cially true of amendments. In much the same manner, we find in school that although the greater part of the membership in the different clubs and organizations is usually composed of the seniors and juniors, no action can be taken on laws pertaining to the school without including the vote of the sopho- mores and freshmen.
