Two are elected in the year preceding, and three in the year following leap year. Local citizens elect each board member for a period of four years, but our state legislature pre- scribes his duties, authority, and limitations. A board member serves without pay, and he is without authority except when the board is in session or, when he is acting under specific instructions of the board. The chief executive officer, and appointee of the board is the superintendent of schools. Subject to approval of the board, he is responsible for the selection and assignment of all school employees, the business management of the schools, the administration and supervision of the educational and public- relations program. Many of his responsibilities are carried out through dele- gation to other employees. The clerk-treasurer is appointed, by the board, as its official recorder and correspondent. Your clerk-treasurer has accepted many other responsibilities, delegated by the superintendent of schools, relative to finances, buildings and grounds. Our community owes a great debt of gratitude to the members of our board of education for their tremendous contributions of time, effort, and foresight to a continuous program of improvement in educational opportunities for our people.
