THE Board of Union Control regulates the policies of the union, subject to the approval of the Board of Di- rectors. ln a general way, the Board supervises the union building including the social hall, the coed and women's lounge, and The Collegian, Campus, AWS, and Association offices. The closing and opening of the coed lounge whenever the condition of the lounge merits it is part of the Board's job. This year the lounge was open to students most of the time except for a few 24-hour periods when it was closed for a thorough cleaning and also as a reminder to keep it clean. New ash trays were purchased for the lounge this year and placed conveniently about the room. Members of the Board were William Forbes, chairman, Dean Baker, Dean Beatty, Nancy Jorgensen, AWS president, Wendell Bell, student president, Art Safstrom, manager of the Association, and Ray Emberton, chief of the building maintenance crew. STUDENT COUNCIL HE Student Council is the basis of the entire government of the associated student body. It is at meetings of this council that any student may assert his views and state his gripes, that amendments and by-laws to the constitution are formulated, that student poli- cies on every subject from cheating in examinations to racial discrimination are made. The council is the backbone of representative government because each of the 60 ac- tive, recognized college organizations may send one member to council meetings. That delegate is entitled to a vote on any question brought before the body. Meetings are open, however, to all students. Voting members of the council, in addition to the organization representatives, are the student body officers and the chairmen of all standing committees of the association. President Thomas, Dean of Women Baker, and Dean of Men Beatty act as advisors to the body. Although the constitution states that the council will act in an advisory capacity to the student president, no case is known in which the president failed to abide by the decision of the council. Other powers and duties listed in the constitution are the power to act, subject to the approval of the Board of Directors, upon all matters not otherwise provided for in the constitution and by-laws, and the obligation to discuss all items of interest to the Fresno State College Association.
