A graduate of the United States Naval Academy in 1906, he returned to that institution as commandant of midshipmen after being' in eonimand of the Pennsylvania, former flagship of the United States Fleet. Prior lo the llecember 7 attack on Pearl Harbor, Ad- miral llraemel was in command of the destroyers of the llattle Force. llecause of the many staff changes occurring during a war, his present po- sition cannot he definitely stated.
