Library 31 The Franklin Library Club HE Franklin Library Club was organized, February 18, 1915, for the purpose of establishing and promoting a public library and engaging in literary work. The organizers desire to make its membership as large as possible and its field of work as wide as prac¬ ticable. Hence any one who complies with the rules and regulations of the organization may become a member and as such shall enjoy all the rights and privileges granted to each other member. To become a member one must contribute a book or maga¬ zine selected from the list printed in this circular or such additional list or lists as the organization may publish from time to time, and to retain membership each member must contribute annually a book or magazine selected from said list or lists. When a book or magazine is contributed, it becomes the property of the library club and can in no sense be considered as belonging to the contributor more than to any other member. However, in order to give proper credit to each contributor, his name will be written after the printed name of book or magazine, which he contributes, in space provided for this purpose. This plan will furnish each member with a full list of contributors and also a complete reference guide for use of library. The depository for all books and magazines shall be the Franktown-Nassawadox High School, and the principal of the school or a committee appointed by him shall have in charge the care and loan of all books and magazines and shall be respon¬ sible for the proper enforcement of the rules and regulations gov¬ erning the loan and use of books and magazines, or for reporting to this organization the name of any one who fails to comply with such rules and regulations. The organization shall have power to deny to any member, who fails to comply with its rules and reg¬ ulations, the right to borrow books and magazines or even to expel a member by majority vote. The following rules and regulations shall govern the loan and use of books and magazines: 1. Any member of the Franklin Library Club is eligible to borrow and use the library books and magazines. 2. Loans will be made to all who make application in per¬ son by making proper record on the regular library cards.

Library 33 3. Loans will be made to those who cannot make appli¬ cation in person on receipt of written request sent either by mail or in care of some one. 4. Books will be sent by mail on request, but the borrower must pay postage. 5. If two or more applications are received for same book or magazine, they will be filled in order received. 6. No book can be kept out longer than two weeks and no magazine longer than one week. 7. The following fines will be assessed: a. For losing a book or magazine, the cost of same. b. For abuse of book or magazine, fine commensurate with same. c. For failure to return a book or magazine within required time, ten cents per week or fraction thereof. 8.
