THEODORE H. VVINTERS Captain, U. S. Navy COMMANDING OFFICER 8 August, 1959 - 10 June, 1960 I8 Captain Theodore Hugh Winters was graduated from the U. S. Naval Academy in 1935, and has since served mainly in car- rier aircraft and carriers. He received his flight training at Pensacola, Florida, where he later served as a flight instructor to as- sist in the build-up of naval aviators being trained just prior to World War ll. He spent the War-time years in combat squadrons serving in the North African Cam- paign aboard USS RANGER and in the Pa- cific aboard what was then the new ESSEX. In 1943 he commanded VE-19 and later, Air Group 19. He had the honor of directing air attacks on three enemy carriers during the destruction of the lapanese fleet at Leyte Gulf and watching them sink prior to his departure from the scene. Captain Winters received two Navy Crosses and three Silver Stars in addition to the normal decorations for service in war-time combat squadrons. After the War, Captain Winters served at Iacksonville as CO of the Instructors Ad- vanced Training Unit and it was during this period that the famous Blue Angels were formed in the IATU, an event in which Cap- tain Winters played a major role. In peace- time years, he served as air officer of the USS MIDWAY, operations officer of Carrier Division TWO, and on duty at the Naval Academy, not to mention a tour of duty in England, a period of instruction at the Naval War College, and last but not least, Aviations Captains Detail Officer in Washington. Captain Winters took command of the ROOSEVELT on August 8, l959.
