Å `` k: a IE È 8 - UTILE у HELLE The fountain, located in front of the Old Capitol, is a well-known landmark in Frankfort as well as a symbol of the city's colorful history. Since Frankfort was the first city in the state to have piped-in water, the City Council decided to make use of this modern improvement to beautify their new capitol building. Thus in 1839 Joseph Smith was paid $975 to construct a tiered fountain surrounded by gravel. Since water was very expensive, the fountain emanated its crystal-clear streams of water only on holidays or special occasions. Throughout history the fountain has remained a favorite with the youth of Frankfort. Although young boys no longer sail boats in its sparkling waters or wade in it on hot summer days, it symbolizes the history and culture of which Frankfort is proud.

== — r In contrast to the old is the new. The Floral Clock, which was built four years ago, is a symbol of the prog- ress and prosperity which Frankfort has enjoyed in the last few years. Located on the west grounds of the State Capitol, the clock's face consists of thousands of flowering plants arranged in a symmetrical design. These plants are changed regularly with the seasons. At the base of the clock is located a wishing well, and the money collected from this is used to benefit handicapped children. The Floral Clock has become a leading tourist attraction in Kentucky and has boosted Frankfort's economy as well as providing a spot of beauty in the landscape.
