Born in Jamaica, New York on 7 October 1924, Captain Welander received his early education in the public schools of Long Island and then attended Hofstra College. Entering the United States Naval Academy in June of 1942, he was graduated and commissioned an Ensign of the Line on 6 June 1945. His first sea service was on the HUGH P URVIS QDD-7093 and the CHARLES P. CECIL QDDR-8355, during which time he participated in the closing of World War II, the occupation of Japan, Operation Cross- roads at Bikini, and then cruised on the China Station. Subsequent sea tours in-' cluded service in LSMR-401 during the Korean Conflict and later routine deploy- ments to the Western Pacific on the . ' BALTIMORE- QCA-685 and the EPPERSON lDDE-7191. . I Service ashore included tours as a ' student naval aviator at the Naval Air Training Command, Assistant Naval I Attache to the U. S. Embassy at Bangkok, Thailand, and personal Aide to the Deputy Chief of Naval Operations for Logistics,'. . ,f - He also was Aide and Flag Lieutenant to the Commander in Chief U. S. Pacific Fleet, and Special Projects Officer for the Assistant Chief of Naval Operations for General Planning and Programming. Captain WELANDERV received post- graduate training at the Naval Intelligence School and attended the Air War College at Maxwell Air Force Base, Alabama. He holds a degree of Master of Arts in International Affairs from George Washington University. Having served in command of the SEMMES QDDG-183 from June 1964 to December 1965, Captain Welander joined the nucleus crew of the FOX in the building . yard on January 1966 and rates plankowner privileges . 9 Captain Welander is married to the former Patricia Ann Benson of San Diego, they have a son, Kurt Allen, and a daughter Robin.
