A graduate of Southern Connecticut State College, CAPTAIN JAMES F. KELLY earned his Bachelor of Science Degree in 1952. Following his commissioning as an Ensign in March 1953 at the Officer Candidate School, Newport-based destroyer, USS HAWKINS QDD 8731. After an assignment as communications instructor at Newport, he attended the Advanced Combat information Center Officers' School at Glenview, lllinois in 1956 and subsequently served in the carrier USS TARAWA QCVS 401 until 1957. During the period 1958-1959, he was Executive Officer of USS WESTCHESTER COUNTY QLST 11671. From 1959 until 1963, Captain KELLY was on the staff of Commander-in-Chief, U. S. Pacific Fleet. in Pearl Harbor' as Assistant Ship Operations Officer. Upon return to the mainland, he joined the staff of Commander, Destroyer Squadron 19 as Operations, Weapons and Chief Staff Officer. He was Executive Officer of the guided missile frigate USS GRIDLEY QDLG 211 during the period 1966-1968 and Commanding Officer of the guided missile destroyer USS PARSONS QDDG 331 from July 1969 until 1971. G Captain KELLY received the Master of Science Degree in Management from the U. S. Naval Postgraduate School at Monterey, California in 1966 1 . l and was graduated from the U. S. Army War College in 1969. He attended the Harvard University Graduate School of Business Administration in 1971. Assigned to the Office of the Chief of Naval Operations since 1971, Captain KELLY served both as Head, Manpower Authorization Branch lOP 1001 and Head, Program Planning and Development Branch QOP 9011 of the General Planning and Programming Division. He assumed command of the USS FOX QCG 331 on 17 April 1976. Captain Kelly was awarded the Legion of Merit for his service in the Manpower Requirements Division and for his contributions to the reorganization of the fleet staff structure. He received the Bronze Star Medal while serving USS PARSONS and the Navy Commendation while Executive Officer of USS GBIDLEY. ln addition, he wears the Vietnam Service Medal with seven campaign stars, the American Defense Service Medal, the Vietnam Campaign Medal, the Armed Forces Expeditionary Medal and the Navy Occupation Medal. ' Captain KELLY is married to the former Charlane HUGHES of Warsaw, indiana. The KELLYs have a son, Terrence, and two 'daughters, Flobina and Carisa. , l

con Edwin Earl Killinger, usN Executive Officer A graduate of the United States Naval Academy, Commander Killinger earned his Bachelor of Science Degree and was commissioned as an Ensign in June 1960. Following his commissioning, he served in the Engineering and Operations Departments aboard the anti-submarine carrier USS BENNINGTON QCVS 201 until 1962, and was Weapons Officer aboard USS JOHN W. THOMASON QDD 7601 from 1962 to 1964. After a year of study at-the U. S. Naval Post Graduate School at Monterey, Commander Killinger was assigned as an instructor at the Fleet ASW School in San Diego from 1965 to 1966. In 1967-1968, he was attached to the Naval Advisory Group, Vietnam as an advisor to the Vietnamese Ftiverine Force. Following Vietnam, he was assigned as Weapons Officer and then Executive Officer of USS KING QDLG 101 during the period 1968-1970. From 1970 to 1972, Commander Killinger was attached to the Chief of Naval Operations QOP-913. Commander Killinger received his Masters of Science degree in Management from the U.S. Naval Post Graduate School in Monterey in 1974 and was assigned as Executive Officer in USS FOX QCG-331 in June 1974. While in Vietnam, Commander Killinger was awarded the Bronze Star twith Combat VJ, the Navy Unit Commendation Medal, the Meritorious Unit Com- mendation, and the Combat Action Medal. He received the Navy Commendation Medal while attached to USS KING QDLG 101 and Meritorious Service Medal while attached to OPNAV COP-911. ln addition, he wears the National Defense Service Medal, the Vietnamese Navy Staff Service Medal lissued by the government of South Vietnaml, the Vietnam Service Medal lwith Silver Starl, the Vietnam Campaign Medal, the Armed Forces Expeditionary Medal ivietnaml, and the Armed Forces Expeditionary Medal iKoreal. Commander Killinger is married to the former Cynthia Parker of San Diego, California. The Killingers have two children, a son John Michael and a daughter, Kathrine.
