State Board of Regents The nine-member Board of Regents is ap- pointed by the Governor of Kansas, as is the permanent executive secretary, Hubert Bright- on. The board supervises all operations of the five state institutions of higher learning and the state schools for the deaf and the blind. College presidents are elected by the Board of Regents. The state schools present annual budgets to the board, which adjusts them and presents them to the Governor. Fort Hays State is fully accredited by the North Central Association of Colleges and Secondary Schools, the National Council for Accreditation of Teachers Education, the Na- tional Association of Schools of Music and the American Association of University Women.
