The nation's military mood in May 1944, when Forrestal took the oath of office as Secretary of the Navy was one of optimism and confZdence...Forrestal by temperament was not inclined to be optimistic and in the spring and summer of 1944 he viewed the general mood not merely with disapproval but with dismay ...Long before V-E day...Forrestal had begun to regard with deep apprehension, Soviet post-war intentions in Europe and Asia. Forrestal was convinced that the Russians were determined to exploit any and all power vacuums that resulted from the defeat of Germany and Japan. He therefore was firmly of the opinion that the United States should retain sufficient military strength to deter Soviet expansionism and, if deterrence failed, armed Soviet aggression. As early as February 1946, Forrestal and Admirals N imitz and Sherman had taken steps to ensure the gradual redeployment of naval units to the eastern Mediterranean. . . ' U28 ,February 1946 . . .I talked to Byrnes this afternoon about sending casual cruisers un- announced. . .into the Mediterranean so that we may establish the custom of the Ameri- can flag being flown in these waters.. . 30 September 1946...We released a state- ment tonight...giving the naval policy in regard to the maintenance of American a menace recognized as early as 1946 hy James Forrestal, first Secretary of Defense, for whom this ship is proudly named. units in the Mediterranean. The gist of it was: Units of the American Fleet have been in the Mediterranean and will continue to be there in the future to: 1. Support American forces in Europe, 2. Carry out American policy and diplomacy and 3.
