T Commander James F. Donovan In 1960 Commander Donovan became Aide to Chief MAAG Norway and in 1962 attended the USNPGS at Monterey where he received an MA in Management Upon completion of h1S graduate work Commander Donovan took command of the USS LOCATOR QAGR 73 in 1963 In 1965 the LOCATOR was decommissioned and Commander Donovan was ordered to the Naval Academy for instructor duty 1n the area of management From 1968 1969 he served inthe Staff of COMUSMACV as a Logistic Plans Officer Commander D o n o v a n was awarded the Bronze Star for his development of a computer base program for various alternative plans for relocation of forces from Vietnam In September -1969 Commander Donovan received orders to FLOYD B PARKS as Command1ng Off1cer where he served until 29 June 1971 He is now serving on the staff of ASW FORPAC COMMANDI G 1969 TO 29 JUNE 1971 Commander Donovan entered the Navy in May of 1953 from the job of Clinical Psycholo- gist at William State Hospital while pursuing graduate studies at Colgate University. He had graduated from Colgate University with a BA degree in 1951. Following completion of OCS, Commander Donovan volunteered for explosive ordnance disposal training and was subsequently assigned to the EOD school as a student. Following completion of the explosive ord- nance school Commander Donovan was assigned to the special weapons disposal school for further instruction and then ordered to the Naval Ord- nance Laboratory at White Oak, Maryland where he participated in many of the field tests of both conventional and special weapons now inthe fleet. Included in this tour was a six-month assignment with the Pacific UTF conducting atomic testing in the Marshall Islands. In 1956 he reported to the'INTREPID QCVA- llj as the EODXSWD Officer and 5 Battery Of- ficer. His next assignment in 1958 was as Opera- tions Officer and Executive Officer of USS LEARY from 1958-60. OFFICER 29 JUNE 1971- Commander McCulloch was born 21 Decem- ber 1934 in Plainview, Texas and was graduated from Texas Technological University with a Bachelor of Science degree in Agronomy. He attended Officer Candidate School and was com- missioned an Ensign on 14 April 1957. His first tour of duty was aboard the USS UHLMANN QDD-6875 where he served as Anti- Submarine Warfare Officer and Weapons Officer. In April 1960 Commander McCulloch was re- leased to inactive duty. He volunteered for re- call to active duty and in October 1961, Com- mander McCulloch was ordered to duty as Executive Officer of USS CONQUEST QMSO-4885. Commander McCulloch was assigned to the Naval Postgraduate School in March 1963, where he successfully completed the Engineering Sci- ence Curriculum. He then transferred to the Nu- clear Effects Engineering Curriculum and was awarded a Bachelor of Science degreeinphysics upon graduation in June 1966. Following this tour of duty Commander McCulloch was assigned as Executive Officer of USS MORTON KDD-9485 SQA 42? .S X .. nggf IV, . far,1 ,WW Commander James M. McCulloch where he served until he was ordered to the Staff of Destroyer Squadron FIVE in August 1967. He served as Chief of Staff and Operations Officer until December 1968 when he was as- signed to Field Command Defense Atomic Sup- port Agency as a nuclear physicist. In April, 1971, Commander McCulloch was ordered to assume command of the USS FLOYD B. PARKS QDD-8845.
