Many of us think of Florien High School as an entirety, something complete within itself. As a matter of fact, this school is only a tiny part of a great educational system. We might describe education in Louisiana as a giant tree. At its roots are the State Poard of Education with 3 mem- bers appointed by . the governor and 8 elected by the , X ,1 people: the State Superintendent Fw elected by the peo- ples and the 5 6 State Legislature, which appropri- Z ates funds and levies necessary taxes. 5,1 , y f ,13 f - x 41 H' rs. 5 This mighty tree has 64 branches, one for each parish. Some are large, others small. Each branch has many twigs. The particular branch that is Sabine Parish has 14 twigs, of which Florien High School in one. No part of the tree of education is complete within itself, but each has its own distinct functions. No two branches are exactly alike, yet each is fundamentally the same. Each derives its subsistence from the roots. The State of Louisiana, the roots of the Tree of Education has the following duties and responsibilities: 1. Determines the course of study, the requirements for grad- uation, and the general education policies throughout Louisiana. 2. Determines the number and type of parish officials. 3. Levies taxes to raise money for the schools, then allocates to each parish a large part of the cost of operating the public schools and the parish libraries. 4. Establishes qualifications for public school teachers. 5. Passes and enforces the compulsory attendance law. 6. Provides free textbooks, pencils, paper and lunch room equip- ment. Since all general policies of Louisiana schools are determined by the State, the schools of one parish are more efficient or less efficient than those of other parishes only in so far as the personnel of a parish are more or less efficient that the personnel of other parishes. Let us look at the parish in which we are most interested ------ Sabine. 3

The Parish lies on the western boundary of the state along the beautiful Sabine River, for which it was named. Many, the Parish seat, is only a short distance from several points of historic interest. The 645,120 acres of Sabine Parish are of upland, pine hills, alluvial, and wooded lowlands, as picturesque as they are fruit- ful. Its undulating hummocks, hills, and well-watered valleys have unusual scenic beauty. Prom the time when the first land was placed under cultiva- tion in this Parish up to the present day, cotton has been its most important crop. A superior grade of corn, sugarcane for making syrup, peanuts, sweet and Irish potatoes, and all varie- ties of truck are also produced. The forests of Sabine Parish are of pine, oak, cypress, tupelo gum, and a wide variety of hardwoods. There are a number of sawmills in the Parish. The Kansas City Southern is the principal railroad through Sabine Parish, with the Texas and Pacific running across the Northeast corner. There are thirteen high schools and one grammar school in this Parish with a splendid school system which encourawes an education for all. 4
