Many of us think of Florien High School as an entirety, something complete within itself. As a matter of fact, this school is only a tiny part of a great educational system. We might describe education in Louisiana as a giant tree. At its roots are the State Poard of Education with 3 mem- bers appointed by . the governor and 8 elected by the , X ,1 people: the State Superintendent Fw elected by the peo- ples and the 5 6 State Legislature, which appropri- Z ates funds and levies necessary taxes. 5,1 , y f ,13 f - x 41 H' rs. 5 This mighty tree has 64 branches, one for each parish. Some are large, others small. Each branch has many twigs. The particular branch that is Sabine Parish has 14 twigs, of which Florien High School in one. No part of the tree of education is complete within itself, but each has its own distinct functions. No two branches are exactly alike, yet each is fundamentally the same. Each derives its subsistence from the roots. The State of Louisiana, the roots of the Tree of Education has the following duties and responsibilities: 1. Determines the course of study, the requirements for grad- uation, and the general education policies throughout Louisiana. 2. Determines the number and type of parish officials. 3. Levies taxes to raise money for the schools, then allocates to each parish a large part of the cost of operating the public schools and the parish libraries. 4. Establishes qualifications for public school teachers. 5. Passes and enforces the compulsory attendance law. 6. Provides free textbooks, pencils, paper and lunch room equip- ment. Since all general policies of Louisiana schools are determined by the State, the schools of one parish are more efficient or less efficient than those of other parishes only in so far as the personnel of a parish are more or less efficient that the personnel of other parishes.
