Farrell School System School systems in the State of Pennsylvania have been classified as 8-4 plans— eight years of elementary and four years of high school; 6-6 plans—six years of elementary and six years of high school; 6-3-3 plans—six years of elementary, three years of Junior High School, and three years of Senior High School. Where plant facilities and equipment permit and can be provided, the plan usually recommended and suggested is the 6-3-3 plan. The Farrell School District, through the vision and planning of those in charge of the education of this community, has provided adequately two fine high school buildings, necessary for the institution of the elementary, junior high school, senior high school plan of progressive education. In essence, and in addition to the elementary program, we have two high schools. The curriculum and the activities of each high school are planned according to the requirements of these two levels of secondary education. The program of studies, generally speaking, follows in accordance with the philosophy of the School District which expresses the needs of the greatest number of children and which philosophy comes from the teachers, through the administration, and finally through the action of the Board of School Directors. This philosophy and these policies are guided and directed by the Department of Public Instruction. In the case of secondary schools, junior and senior high school plans are under the direct supervision of the Office of the Chief of Secondary Education, Department of Public Instruction. After one year of study and preparation by the Board of Education, Dr. Edwin W. Cruttenden, Chief of Secondary Education, following an inspection of the junior high school in November, approved both the junior high school as a secondary school and the Farrell School system as a 6-3-3 plan. In addition to a complete program of regular subjects, the Chief of Secondary Education approved the newly organized and equipped Industrial Shop for the seventh, eighth and ninth grade boys, and the adequately furnished and renovated Home Economics Department of four rooms for the seventh, eighth and ninth grade girls. Library facilities were expanded and the supply of books, both for fiction and curricular uses, was increased. The Art and the Music Departments were approved as being above standard. A necessary guidance function and department were added and approved also. The work completed in the Farrell School District, including the reorganization of the general plan of the Farrell School system, a state appraisal of the Vocational Industrial Department, and the appraisal and reorganization of other departments, has been done objectively toward having our schools accredited with the Commission on Secondary Schools by the Middle States Association of Colleges and Secondary Schools. Preliminary steps have been taken in this direction and application forms have been received by the Farrell School District from the Middle States Association. The following standards for secondary schools will be the basis of the appraisal: the philosophy of the school, the educational program of the school, program of studies, pupil activity program, guidance service, library, staff of the school, school plant, administration, school and community relations.
