The Institute Council, composed of outstand- ing citizens appointed by the Governor from service area communities of the Institute, serves in a consultatory- and advisory capacity to the Director. Under the approval of the State Uni- versity Trustees, the Council coordinates its activities with various administrative personnel, aiding in the formation and execution of the policy. Undoubtedly the primary and most im- portant aspect of the Council is its effectiveness in reflecting community opinion in the interest Of the Institute and its interpretation of the Institute to the community, the County and the State.
