SUPERINTENDENTS MESSAGE You are graduating from high school at a time of feverish ferment among the underdeveloped and underprivileged nations of the world. They realize that education is their main hope for developing and maintaining democratic self- government and for achieving the orderly growth of their countries. In thinking of the value of our democracy and the way of life it makes possible, we realize that it is our system of public education which has, in large part, made democracy a reality and has permitted it to flourish. You are becoming graduates of our system of public education. By your deeds and actions you will help determine the confidence that others, both here and abroad, will have in this system.
