THE FAIRMONTICE'LLA. 15 eighth grade county certificates. These certificates are good in Fairmont, no matter where they are issued. The home district pays the tuition for such pupils. Books are furnished frree in accordance with the state free text hook law. Each teacher is responsible for the books of her pupils. Each pupil is charged to each book he uses, on a blank description card, printed for that purpose. I'pon the return of each book, if it shows only natural wear the card is then destroyed. If the book has been damaged it is noted on the card and the Superintendent makes out a bill on a blank form bearing the following resolution: RESOLUTIONS: Be it resolved by the Board of Education of Dist. No. 19 that the Superintendent be and is hereby instructed to devise some system or plan whereby district property, such as books, furniture, buildings, etc., may be carefully checked and report- ed on; to the end that children and other persons who are in any way responsible for such property, may be properly and correctly charged with whatever seems they may be indebted to the district for negligence in the care of property or wilful destruction of the same. The excuse blank carrying the following heading explains itself. FAIRMONT PUBLIC SCHOOLS TO THE PARENT: A written statement of the cause of the pupil's absence or tardiness, signed by the parent or guardian, shall be ret iUred in all cases. A reasonable excuse for absence or tardiness absolves the pupil from punishment, but the absence or tardiness must be recorded upon the register and upon the monthly report and. effects the pupil's standing in attendance and i n punctuality• Below this is an outline excuse form, saving the par- ent the trouble of finding paper when the notice comes, and making the writing of an excuse a matter of very few’ words plus the parent’s signature. A co-operative form of Discipline is used; in which the pupil is considered a self governing being, although the reins of government are never put out of the hands of the teacher.
