COMMANDER ARTHUR E. OSIECKI a na- tive of Salem, Massachusetts, attended the College of the Holy Cross and graduated in 1967. His first assignment after commis- sioning was aboard the USS YORK COUNTY (LST-1175) homeported in Little Creek, Vir- ginia. After his initial sea tour, he completed the Surface Warfare Department Head Course in Newport, Rhode Island which led to his next sea duty as Engineer aboard the USS MO ALE (DD-693). In August 1 973, Commander Osiecki pro- ceeded to the University of Wisconsin where he served as NROTC Instructor for the Engineering and Naval Science cur- riculum. He returned to sea in September 1976 as the Main Propulsion Assistant aboard the Aircraft Carrier USS LEXING- TON (CVT-16) homeported in Pensacola, Florida. He subsequently served on the USS ROBERT A. OWENS (DD-827) as Ex- ecutive Officer. In January 1981 he com- menced his tour as Commanding Officer of USS ESTEEM (MSO-438) homeported in Seattle, Washington. This was fol- lowed by his assignment to the Office of the Chief of Naval Operations in Wash- ington, DC as coordinator for the Navy ' s MCM and MSH shipbuilding programs. Commander Osiecki ' s personal awards include the Meritorious Service Medal, the Meritorious Unit Commendation, the National Defense Medal, an d the Sea Ser- vice Deployment Ribbon. Commander Osiecki is married to the former Madeline L. Lowe of Salem Mas- sachusetts. They have four children: Tho- mas, Daniel, Robert, and Jennifer.

Executive icer LIEUTENANT COMMANDER EDWARD G. BAGLEY, III graduated from the United States Naval Academy in June 1972 and joined USS RATH- BURNE (DE-1057) as Auxilia- ries Officer. Subsequent Divi- sion Officer tours included First Lieutenant in USS O ' CAL- LAHAN (DE-1051) and a tour as Navigator and then Combat Information Center Officer in USS TR UXTUN (CGN-35) . After attending the Surface Warfare Officer School Department Head Course in Newport, Rhode Island, Lieutenant Commander Bagley served as Engineer Offi- cer in USS TATTNALL (DDG- 19) and Operations Officer in USS RALEIGH (LPD-1) . In Jan- uary 1983, Lieutenant Com- mander Bagley reported to OPNAVin Washington, D C for a two year tour. Lieutenant Commander Bag- ley ' s awards include several campaign, service, and unit de- corations. Lieutenant Commander Bagley is married to the former Gillian Ruth Cullen of Limerick, Ire- land.
