University of Pittsburgh Supervising Principal of Schools MESSAGE This total war in which we are engaged is a war of military combat, a war of production, and a war of ideas. Education has an indispensable part to play in each of these phases of total war. Its function is to prepare each individual for the thing he can do best to help in the total war effort. Individual, as well as national, safety depends upon the skill and the effectiveness which each participant brings to his task. Education must help individuals to prepare for participation in all phases of the war effort and must not emphasize one aspect of participation to the exclusion of, or out of proportion to other phases. Victory will come as a result of giving each element in the prosecution of total warfai’e, whether in the sphere of military combat, or production, or of ideas, its proper place and emphasis. Those of us who may not be directly involved in the armed forces are involved in the war of civilian morale. This, above all other wars, is a war of ideas. What people think and feel is of great significance. Even though the future does not seem bright at present, I know that each one of you will be willing to meet your obligations in whatever you may be called upon to do. Page seven
