OS DIVISION The signalman rating is one of the oldest in the Navy, and visual communications, the first form of nautical communications, continues undiminished in importance to the present day. In all the modern developments We now have in the Navy, nothing has yet been developed to replace visual signaling. There are many circumstances in which flaghoist, semaphore, and signal lights are far superior to radio. This is especially true when security considerations silence all radio communications.
