Jarvie has been actively engaged in the new pat- tern of higher education in our state since 1946. His concern is primarily two-fold-to meet the educational needs of society, and to reduce and eliminate the economic barriers which prevent many high school graduates from obtaining higher education. He has made possible a diversity of programs integrated to the service of each com- munity, with a maximum of local control and responsibility. r .

Dry, director of the Buffalo State Technical Insti- tute, in every respectdeserves the honor. He has demon- strated the success achieved by the learn-by-doing college, he has geared education and industry to work hand-in-hand. In the words of his citation, he 'Ihas added a new, large reser- voir to the educational facilities of this community. Laurence E. Spring, assistant director for extension and regis- trar, worked on the surveys made in 1944 ,throughout the state to determine the needs of industry for technicians trained two years beyond the high school level. Not only is he ex- perienced in industrial and educational surveys, but he is also widely acquainted with state leaders, and especially well known among key industrialists of the Niagara Frontier.
