OFFICERS : I I III Lt. Commander Fredrick W. Rischmiller United States Navy ii jeu tenant Commander Rischmiller was born in Buffalo, New York. He was raised in illiamsville, New York, son of Mr. Fredrick W. and Mrs. Joan M. Rischmiller. He is a t Graduate of the University of Rochester and received his Masters Degrees from the Naval rj ' ostgraduate School and the Marine Corps Command and Staff College. ieutenant Commander Rischmiller ' s first sea duty tour was on the USS RENTZ (FFG- 16) where he served as the Electronic Readiness Officer. Auxiliaries and Electrical Offi- er as well as Main Propulsion Assistant. Subsequent sea tours include Electrial Officer ;is[.n the USS CARL VINSON (CVN-70); Chief Engineer on the USS CLARK (FFG-11); and li(:hief Engineer on the USS STOUT (DDG-55). ju lieutenant Commander Rischmiller ' s personal decorations include the Navy Commen- ex lation Medal (3 Awards), Naval Achievement Medal, and various other service and cam- )aign awards. EXECUTIVE Lt. Commander R. Chandler Swallow United States Navy I Lieutenant Commander Swallow was born in Providence, Rhode Island and raised ir Charlotte, North Carolina. He graduated with a BA in Mechanical Engineering frori Tulane University in 1985. And was commissioned as an Ensign in the U.S. Navy. Whi x at Tulane, he served as Battalion Commander of the Naval Reserve Officer Trainijii Corps. Commencing Nuclear Officer training in May 1985, he completed the nucleai training curriculum and the Surface Warfare Officer School prior to arriving at his firs sea tour in October 1986 aboard the USS VIRGINIA (CGN-38). There he served af Repair Division Officer, Reactor Electrical Division Officer, and Main Propulsion Assis- tant. From September 1989 through January 1991 he served as Main Propulsion Assis- tant, and Reactor Training Assistant on the USS BAINBRIDGE (CGN-25). Ashore, he earned his Master of Science Degree in Operations Research from the Naval Postgradu ate School. From November 1993 through November 1995, he served as Operations Offi cer and Tactical Action Officer on the USS ELLIOT (DD967). Lt. Cmdr. Swallow nexi served as Reactor Mechanical Assistant aboard the USS ENTERPRISE {CVN-65) He detached from the USS ENTERPRISE in December 1997 and completed his Joint Pro fessional Military Education, Phase 1. In June 1998, he reported to the USS ELROE (FFG-55) as Executive Officer. Lt. Cmdr. Swallow ' s next assignment is Chief Staff Offi cer of Destroyer Squadron 50, in support of Fifth Fleet operations. Lt. Cmdr. Swallow ' s decorations include the Meritorious Serive Medal, Navy Commendation Medal with twc gold stars. Navy Achievement Medal and various service and campaign medals. Lt Cmdr. Swallow married the former Tina Van Hook of Newport, RI. while they both attended the Naval Post Graduate School. She is a Lt. Cmdr. serving as NCTAMS Detach- ment Hampton Roads Officer in Charge. They have one son. Beau.

Command Master Chief ABCM (AW SW) Lany D. Bowden Larry Darnell Bowden was born in Mt. Olive North Carolina. Ht attended South Lenoir High School, graduating in June of 19711 Immediately following High School, he enlisted in the Unitec States Navy. He attended Boot Camp in Orlando, Fl. In Angus- 1981, he checked in on the USS NIMITZ, where he was selectee Chief Petty Officer. Subsequently he reported to Naval Recruii Training Command in Orlando, Fl., where he mentored seven com panics, all finishing first and designated Commanding Compan} Color Company. The highlight of his tour came in August 1986 when his company earned the Hall Of Fame Company. His next assignment was aboard the USS JOHN F. KENNEDY, where he was selected for Senioi and ultimately Master Chief Petty Officer. He was selected for the Command Master Chie program in June 1996. In January 1997 master Chief Bowden reported aboard the USS ELROD as Command Master Chief. Master Chief Bowden ' s Decorations include the Nav) Commendation medal with two gold stars, Navy Achievement Medal with two gold stars six good conduct Medals and various other unit commendations and awards. Mastei Chief Bowden and his wife, the former Peggy Sutton of Kinston, NC, Have two children Tiffany and Keisha, who received her BA from Virginia State University. PHOTO NOT AVAILABLE FCCM (SW) Cary J. Oakley Born in Charlotte, TN., Master Chief Oakley joined the Navy November 1977. Upon completion of basic training he reported tc the USS MANELY (DD-940) as an undesignated seaman. In Decem- ber 1980, at the rank of Boatswain Mate Second Class, he was assigned TAD to Correctional Custody Unit, Naval Submarine Base New London CT, where he served as section leader until July 1982 In August 1982, Master Chief Oakley changed his rating to Dat£ Systems Technician and reported to Great Lakes, IL and Mare Island Ca. for training. Subsequent Tours of Duty include SIMA, Charleston, SC, USS AMERICA (CV-66), COMNAVAIRLANT, FCTCLANT Dam Neck, VA, and USS NICHOI SON (DD-982). He also served as Senior Instructor at Dam Neck, Va., of Tactical Date Systems C school, as well as Acting Command Master chief onboard USS DONALE COOK {DDG-75). In October 1999, Master Chief Oakley graduated from the U.S. Nav Senior Enlisted Academy, and reported immediately to USS ELROD {FFG-55) wher he assumed his duties as Command Master Chief. His personal decorations include the Navy Marine Corps Commendation Medal (three awards), the Navy Marine Corps Achievement Medal (two awards), and numerous unit awards and citations. Mastei Chief Oakley is married to the former Tobi A. Jackson of Boston, MA. They reside ir Virginia Beach with their three sons: Brandon, Kevin and Dylan. 10
