COMMANDING Commander Thomas R. Andress United States Navy Cmdr. Thomas R. Andress was bom in 1956, Son of Thomas and Patricia Andress of ChalfontJ Pennsylvania. He graduated from Pennsylvania University with a BA and was commissioned as an Ensign in 1978. He served on USS EDSON (00946) from 1979 to 1982 as Gurmeiy Officer) He then served as Anti- Submarine Warfare training Officer on the staff of Fleet Training Group:! Guantanamo Bay, Cuba from 1982-1985. After completing the Surface Warfare Department Head course in 1986, Commander Andress was assigned to the pre-commissioning unit anci served as the Combat Systems Officer on USS ROONEY M. OAVIS (FFG-60). In 1988, the ship! became the first guided missile frigate permanently assigned to the seventh fleet and made its! new home in Yokusuka, Japan. The ship deployed to the Arabian Gulf, conducted numerous operations with other navies of the Western Pacific, and participated in an historic port visit tc Shanghai China in 1989. Commander Andress reported as Executive Officer on the USS VAN ' OERGRIFT (FFG-48) in 1989. The Ship deployed to the Arabian Gulf and was aboard at thei beginning of Operation Desert Shield. Commander Andress next served as the Anti-Ship Mis sile Defense Officer for the Surface Combat Systems Division in the Office of the Chief of Navi Operations from 1991 to 1994. Commander Andress attended the Naval War College an received his MA. He served from 1995 to 1997 on the staff of the Ballistic Missile Defense Orga nizatlon, Office of the Secretary of Defense, to oversee development of the theater missile defense systems. He assumed command of USS KIOO (OOG993) in August 1997 and was the ship ' s final Captain, as KIOO was decommissioned in March of 1998. Commander Andress reported to the USS ELROO (FFG-55) on April 1998 for duty as Commanding Officer. Com- mander Ancfress ' s personal awards include the Defense Meritorious Service Medal, the Merito- rious Service Medal, the Navy Commendation Medal, the Navy Achievement Medal, and vari- ous other unit awards and decorations. He is married to the former Kiystal Keiser of Glenside, Pennsylvania. They have two daughters, Lauren and Christine.

OFFICERS Commander Robert W. Bougher United States Navy n I ommander Bougher was born in Philadelphia and raised in Blue Bell, Pennsylvania, 5on of Captain Wesley R. and Mrs. Nancy A. Bougher. He is a graduate of Villanova Uni- prsity and has Masters prepared by both the U.S. Naval War College and Salve Regina University. Commander Bougher ' s first sea duty was on the USS BERKELEY (DDG-15) i7 here he served as Electrical, Auxiliaries, Boilers Officer, and Fire Control Officer. Sub- Sequent sea tours include Chief Engineer, USS PAUL F. FOSTER (DD-964); Examiner, pacific Fleet Propulsion Examining Board, Executive Officer, USS LAKE CHAMPLAIN. Shore duty assignments have included Officer Recruiter, Naval Recruiting District Har- risburg, Pennsylvania; Strategic Planner, Strategy and Policy Directorate, Navy Staff ;N86); and most recently. Chief of Staff Program Executive Office for Theater Air Defense. I ommander Bougher ' s personal decorations include the Defense Meritorious Service th edal (3 awards). Navy Achievement Medal, and various other service and campaign lii iwards. In 1981, Commander Bougher asked his high school sweetheart, the former ivi jeorgiana Frey of Lower Gwynedd, Pennsylvania to marry him.
