The USS ELMER MONTGOMERY IFF- I 0822 is proud to announce the advancement of DK I Robert E. Spangler to his A present rate. DK I Spangler was selected and advanced under the Navy's Command Advancement Program CCAPQ on September 2. I 982 while underway in the North Atlantic participating in the NA TO Exercise United Effort '82. The Command Advancement Program gives Commanding Officers the opportunity to meritoriously advance the individual based on his past experience and merit, thus benefiting both the individual and the Navy: and experience is what DK I Spangler surely has. As a nine year Naval Veteran. he has been working in the Disbursing Held for over eight and a half years. His biggest asset is that for the past three and a half years he has served as an independent duty Disbursing Clerk fulfilling a DK I 's billet: first aboard USS HALEAKALA YAE-251 and now as the only DK aboard the ELMER MONTGOMERY. Since his reporting aboard in September l98'l he has contributed greatly to the Supply Department as evidenced by his receipt of the Navy Achievement Medal during ELMER MONTGOMERY's last Middle East deployment.
