DKI ROBERT E. SPANGLER COMMAND ADVANCED - SEPTEMBER I982 Subj: Feature story for press release I. The following story is submitted for immediate release: Title: Montgomery CAP Man Selected. The USS ELMER MONTGOMERY IFF- I 0822 is proud to announce the advancement of DK I Robert E. Spangler to his A present rate. DK I Spangler was selected and advanced under the Navy's Command Advancement Program CCAPQ on September 2. I 982 while underway in the North Atlantic participating in the NA TO Exercise United Effort '82. The Command Advancement Program gives Commanding Officers the opportunity to meritoriously advance the individual based on his past experience and merit, thus benefiting both the individual and the Navy: and experience is what DK I Spangler surely has. As a nine year Naval Veteran. he has been working in the Disbursing Held for over eight and a half years. His biggest asset is that for the past three and a half years he has served as an independent duty Disbursing Clerk fulfilling a DK I 's billet: first aboard USS HALEAKALA YAE-251 and now as the only DK aboard the ELMER MONTGOMERY. Since his reporting aboard in September l98'l he has contributed greatly to the Supply Department as evidenced by his receipt of the Navy Achievement Medal during ELMER MONTGOMERY's last Middle East deployment. Subj. Letter of Commendation I. lt gives' me great pleasure to personally commend you for your outstanding performance as set forth below. While serving as the sole Disbursing Clerk in USS ELMER' MONTGOMERY YFF-I082j you have consistently performed your duties in an exemplary and highly professional manner. Displaying exceptional skill, motivation and technical expertise, you maintained your division at maximum operational efHciency, contributing to the outstanding service' provided. You have been' instrumental in troubleshooting, auditing and problem solving of Disbursing procedures, concepts and interfaces which make up a coherent and logical disbursing function. You demonstrated particularly praiseworthy competence in maintaining pay records. completing travel claims and financial reports' for the two' hundred and sixty-six officers and enlisted' men of the USS ELMER MONTGOMERY. Your diligent efforts contributed' significantly to the accomplishment of the ship's mission.
