Carter. He attended Elkins Schools in grades 1- 12. He is a graduate of Elkins High School and the University of Arkansas with a Bachelors and Masters + degree. He began his teaching career in the Elkins School as a Math teacher and Basketball Coach. Mr. Carter became Superintendent in 1959. He has dedicated his life to education of young people and service to his community. Each year, many former students return to visit with him and recall memories of their school years. He enjoys hunting, fishing, athletics and especially enjoys visiting elementary classrooms.
