At the end of the day on July 31, 1977, Dr. Floyd Bernard Holley left the familiar setting of his office for the last time as Vice Chancel- lor for Academic Affairs and Dean of the Faculty at Elizabeth City State University. His resignation from that office became effective August 1 , 1 977. For eight years, since August 1 , 1 969, he has guided the development of the academic program on this campus from one having ten departments and twelve ma- jors to one with twelve departments and twenty-two majors. He saw the student body grow from 1039 to 1651. The addition of a Cooperative Education Pro- gram, a University Year for Action Program, Upward Bound and Special Services Pro- grams, Curriculum Development Programs, and the Science Research Programs, repre- sents a series of accomplishments to which Dr. Holley and all of us point with pride. We are particularly proud of his development of, and his supervising the development of, the new General Education Program and the centralized Academic Skills Center that will begin operation during the first semester of the 1977-78 academic year. Prior to coming to Elizabeth City State University, Dr. Holley served as School Psychiatric Social Worker with the Bureau of Child Care of the New York City Board of Education. Other positions held by Dr. Holley, while in New York, include Senior Youth Parole Supervisor, Supervisor of a unit of the New York Training School for Boys, Supervisor of Clinical Services, Foster Home Worker, Youth Parole Social Worker, Lecturer in Psychology, Clinical and Guidance Center Coordinator, Social Work Consultant and Psychotherapist, and Field Work Instructor. His earlier professional assignments involved serving as Field Work Instructor at Atlanta University, Assistant Principal in Williamston, North Carolina, Dean of Boys and Social Studies Teacher in Hertford, Camp Educational Advisor for the Civilian Conservation Corps in Jacksonville, and County Supervisor of the WPA Adult Education Program in Perquimans County. He also served with the United States Army in the Pacific Theatre, during World War II. Dr. Holley received the B.A. degree from Shaw University, the M.S. degree from Columbia University, and the Ed.D. degree from New York University. He was honored in 1965 by New York University for his outstanding contributions to society. He was a collaborator in writing the book. Five North Carolina Negro Educators, published in 1939. Known for his patience and quiet understanding. Dr. Holley will remain at Elizabeth City State University, as a member of the faculty, where his vast knowledge and keen intellect can continue to assist the growth of this insti- tution. We will miss him from his position as Dean , but his further tenure here will be invaluable. 11
