William A. Kearns Commander, U.S. Navy colvllvlANolNe CFFICER. Commander Kearns is a native of Ridgewood, New Jersey. He is a graduate of the State University of New York, Maritime College, Ft. Schuyler, New York and the Naval Postgraduate School, Monterey, California. Upon graduation from college in 1954, Commander Kearns was commissioned an ensign and reported on board the USS BOTTINEAU QAPA 253 as a Deck Division Officer. After a tour at Beachmaster Unit Two, he served in the USS WYANDOT QAKA 92y.'ln August 1958, Commander Kearns assumed command of the USS RARITAN QLSM 5401. Following shore duty at the Amphibious Base, Little Creek, Virginia, he was assigned as Operations Officer and Navigator in the USS COMPTON QDD 7053. - ln July 1963, he reported to the Naval Postgraduate School for study in the Navy Management curriculum. From 1965 to 1967 Commander Kearns was Com- manding Officer of the Military Sea Transportation Service Office, Guam, Mariana Islands. Shortly thereafter, he assumed duties as Executive Officer, USS SEIVIINOLE QAKA 104j. From 1968 to 1970 Com- mander Kearns was a member of the faculty at the Navy Management Systems Center, Montery, Califor- nla. In July 1970, he reported for duty as Executive Officer and member of the Commissioning crew of the Amphibious Force Flagship USS MOUNT WHETNEY QLCC 203. In December 1971, Commander Kearns took command of the Refrigerated Stores Ship USS ARCTURUS QAF 52y. He decommissioned ARCTURUS in March 1973 and was her last Com- manding Officer. Following a short tour of duty on the COMSERVLANT Staff, Commander Kearnsassumed command of the USS EL PASO QLKA 1172 on 22 June 1973. ' '
