Constant innovation and improvement in educational concepts and facilities mark the administration of Mr. Frank Dick, Su- perintendent of Toledo Public Schools. Since his appointment in 1965, Mr. Dick has initiated the expansion of the vocational education program in all the city high schools and the establishment of the Lighted Schoolhouse program. Milestones during his tenure include mergers of Adams Local School District and the Spencer-Sharples District with the Toledo public schoolsg establishment of a Council of Instruction for purposes of curriculum study and pos- sible changeg appointment of a director of urban affairsg and the study of the Middle School concept of organization. The use of his talents and energies does not stop at the local level. Mr. Dick par- ticipates in many state-wide programs and is becoming a well-known name in educa- tional circles.
