THE BOARD CF EDUCATIO Public education is a function of state government. The state delegates control over the operation of schools to the Boards of Edu- cation in the local school districts, and prescribes in general the conditions under which the Board of Education must or may perform its functions, thus the local school board members are the individuals charged with the legal management of the public schools at the local level. This includes providing the school, prescribing the courses of study, hiring of all personnel, and purchasing all supplies, text books, and equipment for the efficient operation of the public schools, as well as being charged with the responsibility for providing an accounting of the expenditures of all monies in accordance with an accounting system prescribed by the State Department of Education.
