Wendell P. Butler, a Frankfort resi- dent, is State Superintendent of Public Instruction and Ex-Officio Chairman of the Board of Regents Board off Regents The Board of Regents, the governing body of the colle ge, is headed by the State Superintendent of Public Instruction. This group is responsible for all matters concerning the decisions to be made re- garding the administration. Eastern has been fortunate throughout its his- tory in having capable men of vision who have worked for its advancement. Earle B. Combs, Sr. Insurance Execu- tive, is a former Eastern student and Big-League baseball star, who resides in Richmond. F. L Dupree is a businessman from Harlan, Kentucky. H. D. Fitzpatrick, Jr., a graduate of Eastern, is a Prestonsburg banker.

President Robert R. Martin Mr. J. C- Powell The President Eastern ' s sixth president assumed office July 1, 1960, to become the first alumnus ever to head the 55-year old college, after having established a brilliant record with the State Department of Education and the State Department of Finance in Frankfort. President Martin has devoted his entire life to the task of improving education in Kentucky and took over the reigns of Eastern with the greatest challenge in his- tory facing her. Immediately upon assuming office, GROWTH was the by-word as he began a gigantic expansion program that made na- tion-wide news. Eastern ' s recipient of the Outstanding Alumnus award in 1956, the President has been a human dynamo, his energetic per- sonality teaming with a genuine desire to build a bigger and greater Eastern. President Martin was a leader in the drafting of the Foundation Program for Education Law and worked for its enactment at the General Assembly. As Superintendent of Public Instruction, he administered and implemented the law. As commissioner of Finance he supervised the preparation of the Executive Budget which provided for the highest level of financial support for educa- tion in the state ' s history. Executive Assistant J. C. Powell, executive assistant to the President, came to Eastern last July from Frankfort, where he had served as the Director of the Division of Records and Reports for the State Department of Education. He is a graduate of the University of Kentucky and received the master ' s degree from the University of Louisville. He assists the President in all adminis- trative matters.
