MISS ELLA V. ROSS Cooper Hall for girls, located on a hillside on the Southeastern fringe of the campus, was the college ' s second women ' s dormitory. Cooper, an elegantly handsome structure, formerly was the home of the late George L. Carter, prominent area industrialist who played a major role in the establishmen of ETSC. The first house mother of Cooper was Ella V. Ross, now dean of students and director of Student Personnel Services at the College. With Expansion of East Tennessee State Teachers College reached a major mile¬ stone at the beginning of the decade of the 1930s. The school achieved the status of a four-year teachers ' college and began offering the Bachelor of Science degree. Increases in enrollment, faculty members and facilities accompanied these advances. Progress in facilities during the decade included remodeling of the administration building, construction of a new Training School, erection of a library building, construction of a men ' s dormitory, renovation of Carter Hall, building of a new stadium, and considerable addition to the library ' s resources. The school ' s enhanced academic status, broadening curriculum, and increased facilities brought its total enrollment at the beginning of the new decade to 741 students, an impressive number at that time. The college had become solidly established as a first-rate teacher training institution.

Ritter Hall—name changed to McCord Hall in 1961. Students, Buildings, Curriculum and Faculty During the war years, the college played its part in the national defense effort. In addition to participating in the various types of general service incident to war, the College also made other contributions. Civilian Pilot Training was conducted, giving special courses and flight-training. From March 1, 1943 until June 30, 1944, seven hundred thirty-four aviation students in the 2205 Army Air Forces Air-Base Unit were trained here. They were housed in the men ' s dormitory and fed in the cafeteria. Special courses were also offered in preparation of skilled and semi-skilled workers in War Industrial Plants.
