'Abraham Lincoln ln truth, the Ordinance of 1787 was so wide reaching in its elitect, was drawn in accordance with so lofty a morality and such Far-seeing statesmanship, and was fraught with such weal For the nation, that it will ever rank among the Foremost of the American State papers. -Theodore Roosevelt -with respect to that third great charter- the Northwest Ordinance. The principles therein embod- ied served as the highway, broad and sate, over which poured the westward march of our civilization. On this plan was the United States built. - Franklin D. Qoosevelt

DEDICATION l-llS YEAR the United States is celebrat- E ing the sesqui-centennial anniversary ol: E the opening ot the Northwest Territory. Such commemoration is especially Fitting, For it was those early pioneers who First crossed the Alleghe- nies-and actually the enactment ot the Northwest Grdinance a year betore--which marked the trail For the mighty nation of today. Ever since the Second Continental Congress passed the ordinance in I787, no other legislative document has been more lauded, nor has there been one more deserving ol: praise, For through this ordi- nance were brought about the most cherished ot American principles-religious Freedom, trial by jury, habeas corpus, tree education, and the abolition ol: slavery. Too, it was this ordinance which served as the model For the later expansion to the Pacific Ocean. No one knows For certain who drew up the ordinance ot l787, but there is no doubt about the humanitarianism and practicability ot the high ideals which Fosterecl it. It is, theretore, Fitting and proper at this time ot commemoration that we dedicate this annual to those men who transformed their idealism into actuality through this tar-reaching document. -The Annual Board
