w. c. Whaley one of the highest tributes one can pay to a principal is to say that the students like him. william claude Whaley, our principal, has shown his ability to fill this capacity. mr. Whaley received his a. b. and In. s. degrees from West virginia university. his brilliant ideas of citizenship has enabled east fairmont high school to have one of the most unique systems of government of any high school in the united states. in the nine years that mr. Whaley has been principal he has proven that he can cooperate, help, advise, and sympathize with the students in such a Way that he will never be forgotten in our school. during the school crisis of the current year his leadership has had its best influence on all of us. mr whaley, the student body appreciates the way you handled this severe crisis, for in you we have found a kind and generous leader. We know that if ever you leave our school something would go with you which could never be replaced. we of the orion staff thank you for your kind cooperation with us.

O the east fairmont high school student cotmcil the student council of east fairmont high school was first organized early in the school year, 1930-31. it consisted of the president and two elected members from each of the four classes, constituting a council of twelve members. one teacher sponsor was selected by each of the four classes as their advisor to the council. this council was not particularly active since it was entirely inexperi- enced and there were no school traditions or practices for it to follow that originated through student action. it acted on a few matters pertaining to school discipline and studied the work of other councils from which it could get written reports. it left a record of its meetings for the guidance of the council in later years. for the school year 1931-32 the council undertook the task of getting community authorization for dancing at the noon hour in the gymnasium in the main school building. it failed in this attempt and was not active much of the year. in 1932-33, it was organized again and failed once more to get the dancing privilege at the noon hour, but remained fairly active in some other matters throughout the school year. in 1933-34 our council was organized as it now is constituted, with a president, vice president, secre- tary-treasurer and sergeant-at-arms, elected at large by the entire student body and one member from each of the home rooms, elected by the home room membership, making at this time a total of thirty members. since the school year 1933-34 and the inauguration of a student guid- ance program under a student citizenship code, the council shares practical- ly on even terms with the faculty, not alone, in enforcing and administering the code, but also in extending it and in modifying its provisions, too. there is no problem arising in the high school that the council cannot attempt to solve. the faculty does not change rules under the code without the coun- cil's cooperation and help. in other words, we live under rules made by the consent of the student representatives in the council, many of which were initiated by them or altered by them into its present form.
