wz ifzeafou Under the American plan of decentralized ad- ministration of public education, the school district is the legal territorial administrative unit and the board of education is the legal agency through which the state educational plan is carried out. The powers of the board of education are devised by the legislature. The general legal powers of an elective board of education include the exercise of eminent domain for the securing of property essential for school purposes, the right to determine the edu- cational program, to construct buildings, hire per- sonnel, engage contractual services for supplies, equipment and services, and to levy taxes upon the school district for the support of the program.
