She eagerly completed her shakedown cruise and with the high expectations of a new Seaman awaiting his first liberty hurried off to the South Pacific. Hopes for a glorious career were heightened when, on the second day after arriving near the Solomon Islands in mid-September, she rescued over seven hundred survivors of the vanquished USS WASP. Ironically this event demands attention, for scarcely four weeks later the new ship itself had become sunken history. Assigned to a task group protecting convoy routes to Guadalcanal, DUNCAN and eight other American warships encountered and battled an angry Japanese column. The time: Near midnight on October ll. In the darkness and confusion of the struggle, DUNCAN charged to meet the enemy unaided but within minutes found herself pinched between the two opposing lines of fire. So bent was she upon attacking, however, that she succeeded in loosing two decisive torpedoes upon an enemy cruiser. Rudder jammed left and no way to steer her, engineering plant rapidly losing power, ablaze and finally abandoned by her crew, DUNCAN slowly spiraled from the action and glided toward her death. By noon October 12 she was lost. As the Japanese limped away, 195 of DUNCAN'S sailors waited in the sea for their approaching rescue, their ship and 48 shipmates settled to the bottom. The ceremony that followed included a reading of the names of the victims, a twenty-one gun salute, the Navy Hymn and the dedication of a memorial plaque. DUNCAN: A FANIILIAR FIGURE IN WESTPAC Today's DUNCAN is a product of the feverish shipbuilding race of WW Il. She was constructed from the keel up in less than 13 months in 1944-45. She began her history by sailing directly to the Western Pacific to participate in the August 1, 1945 assault on Wake Island. Though the war ended shortly afterward, she remained in WestPac for several months and began a tradition of deployments there that has lasted until the present time. Including her several peacetime trips, DUNCAN visited WestPac three times during the Korean Conflict, and this deployment marks the DUNCAN'S third combat tour off the coast of Vietnam. From 1961 to 1964, DUNCAN was homeported in Yokosuka, Japan. DUNCAN is commanded by CDR C.R. Stephan, the 16th. Commanding Officer in her history. I COM R C ARLES R. STEP CDR Stephan entered the Naval Service during World War II, serving on USS IOWA QBB-615 as a radarman and electronics technician. Returning to the Navy during the Korean Conflict as a Lieutenant Junior Grade, he served first on USS MISSISSIPPI QEAG-1281, participating in TERRIER missile test and evaluation program. His first destroyer tour as Operations Officer of USS SHIELDS CDD-5963 was followed by General Line School and a three-year tour in the Fleet Ballistic Missile Program. He returned to destroyers as Executive Officer of the USS LYMAN K. SWENSON CDD-7295, homeported first in Long Beach and later in Yokosuka, Japan. While in Japan he commanded the tank landing ship TOM GREEN COUNTY QLST-11591. After two years in Washington, D.C., again in the EBM program, he was ordered to Vietnam as senior Naval Advisor in the I Corps area to the Vietnamese Navy and commanded the U.S. Navy Coastal Surveillance Group QCTG 115.12 in that area. In addition CDR Stephan was instrumental in establishing the I Corps River Patrol Group and was assignedto be its operational commander. -The Vietnamese government awarded him the National Order of Vietnam and the Cross of Gallantry with Palm for commanding the task unit which captured a North Vietnamese resupply trawler attempting to infiltrate arms into the I Corps area. The United States government awarded him the Bronze Star Medal with Combat V for his service in Vietnam and the Meritorious Unit Commendation for commanding the staff of the I Corps Coastal Surveillance Center at Danang, one of his duties as CTG 115.1. AKE Upon receiving his commission in October, 1956, Lieutenant Commander Ake received orders to the USS TEABERRY QAN-345 at San Francisco where he served as Engineer Officer and later as Executive Officer until July, 1959. After six months duty at CIC Officer's School, Glynco, Ga., Lieutenant Commander Ake reported to the USS DUPONT CDD-9415 in January, 1960, at Norfolk for duty as Operations Officer. In March, 1962, Lieutenant Commander Ake was ordered ashore to instructor duty at Navy OCS, Newport, R.I., serving there until April, 1964. He was next ordered to the Staff, Destroyer Squadron 20 in Newport for duty as Squadron Operations Officer. Lieutenant Commander Ake returned ashore in April 1966 as ASW Officer on the Staff, Commander Training Commands, U.S. Atlantic Fleet, in Norfolk. ' In April 1967 he reported to the Staff of General Westmoreland at Headquarters, U.S. Military Assistance Command in Saigon. His primary staff responsibility at MACV concerned the coordination and distribution of all naval gunfire support assests throughout South Vietnam. Following this duty, Lieutenant Commander Ake reported on board DUNCAN in May 1968. It is the sea. It is the sea with a tradition molded through history. It is the sea with the spirit of fraternity that is rarely talked about but internally experienced and forever remembered. It is the spirit of men in a common plight whose defense against the impersonal violence of the ocean is a bond only a sailor can know and understand. The night: November 18, 1968. The men of the whaleboat crew were: ENS GIBSON, BM3 HUNTER, SN HINKLE, DR. WEIKEL, HMC BROOKS, EN2 FEATHERSTONE, SM3 DECLESIS, and RM2 KILGORE. A They were answering a call for emergency from the Panamanian Motor Vessel ORIENTAL STAR. Second Engineer CHINGPING, a crewman, was dying. He needed help and expert medical care to survive. The night was dark and the waves ten feet high. It was too dangerous for normal small boat operation but this was an emergency. Exercising superb seamanship, the boat crew reached the other vessel, evacuated the infirm man and lifted him aboard DUNCAN. For 54 hours the engineers performed flawlessly, delivering power for 25 knots to the screws. During the same time, DR. WEIKEL, 'DOC' BROOKS and HAZELTON stood a continuous vigil until the stranger was delivered - safe in Pearl Harbor. r The following message was received from the ORIENTAL STAR: 'cOn behalf of all the crewmembers on board MIV ORIENTAL STAR, allow me to pay my respect to the grand tradition of the United States Navy which not only is a guarantee to the safety of the men on the high seas, but also to all the peace loving people of the world, thank you. Later, they observed the battered bow of the KOYO MARU and the sheared port side of DD-874. Skilled repair party action met the emergency, patched up a gaping hole in the Japanese ship, and towed her to safe Waters. DUNCAN then proceeded to the drydock in Sasebo. A sonar contact and the spirit of the Blue and Gold teams allow him to show his stuff. Although contacts seldom come, ASW is a constant effort. Readiness is the byword. To achieve this, the men of Fox Division keep a continuous watch at their console in Sonar Control, they baby their delicate gear daily g and they launch their bomb-shaped XBT every six hours. In addition, they occasionally join with the navigational team to operate their depth-finding fathometer. GC DIVISION For all meanings of the word ucommunicationsf' OC Division answers the defmition. First the radiomen. They do the main body of the comm work, maintaining the incoming broadcast and outgoing traffic which links the ship to the rest of the Fleet. They route the messages and stand a 24-hour guard of all nets. The signalmen communicate via a method as old as the Navy itself: visual signals. No matter what the weather, they man the signal bridge to read the flag and light messages from ships in company. The ship's office yeomen are communicators too. Probably half the paperwork on the ship passes through their hands, Another important ucommunicatorv is the postal clerk. His job links the men with the world back home. The quartermasters find out where the ship is and where it is headed and this is perhaps the most important communication the ship gives to nearby fleet units. I I ,I II I I 51 II I 46 The Radarmen, commonly known as the eyes of the ship, maintain a continuous 24-hour vigil with their air and surface search radars, while the ship is underway. During the many hours of NGFS in South Vietnam, they provided the vital information to compile enviable results to the tune of 4'Spot, no change, fire for effect. Off the coast of Korea, the radarmen operated in an AAW environment Where detection of an enemy aircraft was no game, and required constant attention. Although NGFS and AAW were the primary assignments this cruise, Combat supplied the eyes for plane guarding - not to mention just plain steaming. And who will forget the BMRD's and their fine rigging and painting. The Electronics Technicians are responsible for the maintenance and repair of all 'Radar and Electronics Communications gear on DUNCAN. This responsibility ranges from the most complex radar system to the indispensable crewis entertainment system. Our list of repairs has ranged from electron tubes to THE CREAM albums. Some of the facilities and services provided are a restaurant that provides three meals a day with freshly baked products, a laundry, barber shop, a store that sells items from candy to S100 watches, a bank, and a repair parts system that provides spares to keep machinery running smoothly. I The morale of the ship's crew is a major consideration for the Supply Department. The department provides many of the extras that otherwise would not be available and would therefore affect the crew's comfort and Well-being. But excitement they found as the radio beamed the news of the splashdown of the Apollo 10 space capsule only 350 miles southeast of American Samoa. As DUNCAN steamed toward the harbor of Pago Pago around 0535 in the morning, most of the sailors viewed the shooting starl' of Apollo 10 as it flashed across the Pacific sky moments before splashdown. Men were becoming nervous, impatient, and inordinately happy. Throughout the ship the familiar malady known as chan- nel fever took its toll. Movies were shown all night long for those who could- n't sleep, as they counted down the days, the watches, and the minutes until that final sea detail. June eighth after seven long, unforget- table, interesting, and too often lonely months, Point Loma cut through the dawn haze. All hands were on deck ex- periencing those sights and feelings that announced HOME. After San Diego Har- bor and a smooth landing, came the ex- plosion of families, well wishers, Wives, girl friends, and the good solid earth of the U.S.A. I -'T IN APPRECIATION The task of turning out a cruise book on a destroyer can be very difficult and time consuming. A destroyer seldom has the personnel and never the facilities. DUNCAN is very fortunate to have had the assistance of two very personable and competent men, LTJG Heath Merriweather and .IOSN Brontsema. Through their untiring effort and due to their expertise our cruise book has reached a degree of excellence unequalled in the Destroyer Navy. All of us owe a great deal to these men and l'd like to express my personal gratitude for a job well done. In addition to the advantage of expert assistance DUNCAN is one of the few Destroyers to maintain a ships Photo-Lab. Nearly all the pictures in our cruise book were developed and printed by EN2 Featherston and EM2 Shumaker. They spent many long hours of free time working for the ship in the cramped quarters of the Photo-Lab. Featherston and Shumaker took on a large burden and responsibility and carried it out admirably. An excellent cruise book is not simply photographs and layout. It takes captions, identifications, headlines and well written copy to fill out a cruise book and make it come alive. LTJG Brady and LTJG Bishop were gracious enough to contribute their talents and their valuable time to make our book that much better. I will say their copyright fee was a bit steep, but I enjoyed working with them and think you'll agree that it was well worth it. Finally there are the myriad of bothers and administrative details that go along with producing and distributing a cruise book. STC Culp has aided me greatly in this regard from the books inception, before the cruise ever began.
