He was an Ensign in June, 1989 through the Naval Reserve Training Corps program + after graduating magna Bachelor of Science degree in Business Systems? San Diego State After icomplr e Gas Engineering Officers, School Command Pacific, Fulgham reported to the Aegis cruiser USS CHAMPLAIN CCG 573 for his initial sea duty assignment. He served as Electrical Officer, Main Propulsion Assistant, and Assistant Operations Officer, attaining his Surface Warfare Officer, Engineering Officer of the Watch, and Tactical Action Officer qualifications. During this tour he completed two deployments to the Arabian Gulf in support of Operations DESERT STORM and SOUTHERN WATCH. Lieutenant Commander Fulgham was awarded the Commander, Training Cvowmmand PaciQc'Fleet's Officer Instructor of they g Year Award for 1994 and was a runner-up for the Chief of Naval Education and Training's Instructor of the Year Award. In February 1997, Lieutenant Commander Fulgham reported to Precommissioning Unit MAHAN, Commissioning USS MAHAN CDDG 721 in February 1998, he served as Operations Officer until April 1999. In April 1999, he transferred to Destroyer Squadron TWENTY-SIX in Norfolk, Virginia, serving as Combat Systems Officer. While assigned to the staff, he completed EISENHOWER Battle Group's Millennium 2000 Deployment, conducting operations in the Adriatic Sea and Mediterranean as Commander, Task Force 60 and IKEBATGRU Sea Combat Commander. ,LiC,u,rCnaHr C,01'r1mHndCr,Fu1shHm,rCp0rted wrhe United States Army's Command and General Staff College in Fort Leavenworth, Kansas in June 2001. Lieutenant Commander Fulgham has been serving as Executive Officer of USS DULUTH QLPD 65 since October 2002.
