Victor Asle Dybdal was born in Elbow Lake, Minnesota, on May 20, 1914, son of Elland A. and Mary QSandj Dybdal, both now deceased. He attended Fergus Falls fM1nnesotaJ High School, prior to entering the U.S. Naval Academy, Annapolis, Mary- land, on appointment from his native state ln 1934. Graduated and commissioned Ensign on June 2, 1938, he subsequently advanced in rank to that of Rear Admiral in November 1966. Following graduation from the Naval Academy in 1938, he joined the USS ARIZONA QBB-395 to serve as Assistant Navigator and Communications Watch Officer. In June 1939 he reported as Assistant Engineer and Torpedo Officer on board the USS HELM fDD-3881, and later had duty as First Lieutenant and Tor edo Officer and Gunner Officer '- P Q Y - In January 1943 he became Executive Officer. On board the HELM at Pearl Harbor when the Japanese attacked, on December 7, 1941, he subsequently parti- cipated in the Guadalcanal-Tulagi landings Qincluding First Savoj. Detached from the HELM in September Q943, he had fitting out duty in the USS MORRISON QDD-5605, and became Ex- ecutive Officer upon her commissioning, December 18, 1943. While attached to that destroyer, he participated in the Hollandia operations, Truk, Satawan, Ponape raids, capture and occupation of Saipan, Tinian, and the southern Palau Islands and the assaults on the Philippine Islands. Detached from the MORRISON, he assumed command of the USS DRAYTON QDD-3661 in December 1944 and parti- cipated in Leyte, Luzon and Borneo operl ations, and the consolidation of the South- ern Philippines. During the period November 1945 until May 1948 he was Officer in Charge, Fleet Gunnery and Torpedo School. He next commanded the Fleet Training Center at San Diego, for one year. A tour under instruction at the Armed Forces Staff College, Norfolk, Virginia, from August 1949 until January 1950, was followed by command of the USS DAMATO QDD- 871D in the Atlantic. From March 1951 to July 1953 he served at Supreme Headquarters Allied Powers, Europe, Paris, France. He reported for instruction at the Naval War College, Newport, Rhode Island, in August 1953, and remained there from June 1954 until August 1955 for duty on the Staff. He next commanded ESCORT SQUADRON SIXTEEN, and in July 1957 was detached for instruction at the National War College, Washington, D.C. He served in the Strategic Plans Division, Office of the Chief of Naval Operations, Navy Department, Washington, D.C., from July 1958 until July 1960. Following this tour, he served as Chief of Staff and Aide to Commander Carrier Division FIFTEEN. In September 1961 he assumed command of DESTROYER SQUADRON SEVEN, during which time he participated in Joint Task Force Eight. In October 1962 he reported to the Politico-Military Policy Division, Office of the Chief of Naval Operations. He served in the Western Pacific as Chief of Staff and Aide to Commander SEVENTH Fleet from August 1964 until October 1966. In November 1966 he re- ported to the Defense Communications Agency as Deputy Director for Plans, prior to receiving his present assignment as Commander Amphibious Group One.
