And, for our ship, this decision becomes our call to serve both the Navy and the Marines. DUBUQUE will be the stepping stone for thousands of Marines as they eagerly depart a land where danger lurks in every hamlet, hill, and valley to return to faces too long just a memory. DUBUQUE will also assume a more quiet role, using her sophisticated facilities to serve as host to the planners of the backloads and the landings, the Amphibious Commander of America's mighty Seventh Fleet. She will carry a two star flag - and make it look easy. if -QM wp VIETNAM. We hadnt known what to expect, but it really did not look too bad. There were jets and patrol boats and occasional sounds of distant artillery, but DaNang was pretty that morning. It looked peaceful and the sight of land was a welcome sight to all of us. The war became more real for us as we quickly arrived at Cua Viet to begin the first of three backloads in OPERATION KEYSTONE CARDINAL. Time started moving faster as DUBUQUE went to work. Our job was to move units of the Third Marine Division from Cua Viet to Okinawa. The Marines were easy. lt was the vehicles, cargo, and lumber that they brought with them that meant a lot of hard work for us. A backload is an intricate, difficult, and potentially dangerous operation. The loads DUBUQUE participated in were not in the least facilitated by the heavy seas and strong winds which prevail off the DMZ in the late Vietnamese fall. As we dropped the hook off Cua Viet, sentries were already at their posts to protect the ship against the ever-present danger of swimmer attack. The Deck gang was just getting warmed up. Soon we were ballasted down with an LCU in our well. We were lucky if it was vehicles. We could either drive or tow them to their stowage spaces. It was the cargo and lumber that took so long. But even the best equipment is subject to breakdown after continuous use around the clock, and pallets can only be moved, safely, so fast. lts largely a matter of plugging away at it, emptying the boats, moving the cargo, repairing the equipment, filling the holds. At the same time the flight deck is alive, landing helos with the troops themselves, and using the BSIA Crane to hoist aboard cargo and vehicles from additional boats alongside. It can take as long as two or three days to load the ship. The weather often interferes with boat operations, sometimes not permitting boats to get out to the river resulting in the cargo being sent infrequently as the ship rolls in the swells impatiently. And of course when the boats and their cargo are on hand, it is wisely decided that safety must not be sacrificed for excessive speed. DUBUQUE reaches a happy balance: all com- mittments met on time, without any serious injury or loss of life. We steamed independently this cruise, but we were rarely alone. KEYSTONF. CARDINAL was completed November, and the ship spruced up to welcome Commander Amphibious Force Seventh Fleet and his staff aboard. lt was a new role for DUBUQUE. She had backloaded and landed Marines before, but she had never served as flagship to an Admiral. It can be a problem, 'especially since LPDs are not designed to serve so large a staff, but we worked to meet our counterparts ??'l-,-fay, and it worked very well. We discovered that a 1.1, .,.. .5 can be more of a help than a headache. lt was nice ffctiing the best berth, it was nice going to Bangkok, 5'-fiwaii, Cam Rahn Bay, and Vung Tau, and it was nice having new friends and additional professional advice. We learned a great deal more about Vietnam and the war from our guests, and we were able to watch the plans develop for Operation KEYSTUNE BLUEJAY, the next Marine redeployment scheduled for March and April. Having a staff did not diminish DUBUQUE's work load, as the communicators discovered. Besides all units of Task Force 76, the amphibious arm of the Seventh Fleet, CTF 76 'was required to keep circuits open throughout Southeast Asia and a good part of the rest of the world. The Radiomen and ETS showed DUBUQUE's hallmark: professionalism. This extended through every rate and division, throughout the ship. We showed what we can do, from precision anchorings to shooting down sleeves. Admiral Rosenberg was asked to observe us conduct a battle problem - and we aced it. We showed off the best engineering holds in the Pacific. We also demonstrated that we knew how to act on the beach. The beach was good to DUBUQUE this cruise. It was around a lot. Okinawa, Subic, Cam Ranh Bay, Bangkok, Vung Tau, Kaohsiung, Hong Kong, lwakuni. Even a very quick look at Guam. DUBUQUE will be remembered there as long as we remember those wonderful places. They were different, each having it's own special quality of life to offer to us. There were also enough shopping bargains to have the majority of us just about go broke saving money. Stereo gear, jewelry, clothes, wood- carvings, furniture, cameras, everything, There was also recreation. The DUBUQUE softball team made itis presence felt in almost every port, winning friends fand quite a few games as wellj. He attended Fergus Falls fM1nnesotaJ High School, prior to entering the U.S. Naval Academy, Annapolis, Mary- land, on appointment from his native state ln 1934. Graduated and commissioned Ensign on June 2, 1938, he subsequently advanced in rank to that of Rear Admiral in November 1966. Following graduation from the Naval Academy in 1938, he joined the USS ARIZONA QBB-395 to serve as Assistant Navigator and Communications Watch Officer. In June 1939 he reported as Assistant Engineer and Torpedo Officer on board the USS HELM fDD-3881, and later had duty as First Lieutenant and Tor edo Officer and Gunner Officer '- P Q Y - In January 1943 he became Executive Officer. On board the HELM at Pearl Harbor when the Japanese attacked, on December 7, 1941, he subsequently parti- cipated in the Guadalcanal-Tulagi landings Qincluding First Savoj. Detached from the HELM in September Q943, he had fitting out duty in the USS MORRISON QDD-5605, and became Ex- ecutive Officer upon her commissioning, December 18, 1943. During the period November 1945 until May 1948 he was Officer in Charge, Fleet Gunnery and Torpedo School. He next commanded the Fleet Training Center at San Diego, for one year. A tour under instruction at the Armed Forces Staff College, Norfolk, Virginia, from August 1949 until January 1950, was followed by command of the USS DAMATO QDD- 871D in the Atlantic. From March 1951 to July 1953 he served at Supreme Headquarters Allied Powers, Europe, Paris, France. He reported for instruction at the Naval War College, Newport, Rhode Island, in August 1953, and remained there from June 1954 until August 1955 for duty on the Staff. He next commanded ESCORT SQUADRON SIXTEEN, and in July 1957 was detached for instruction at the National War College, Washington, D.C. From mail call to family grams the services provided by X Division are of immeasurable service to every man on the ship. Chaplain Goodwin maintains the library and provides religious services and guidanceg while Chief fuby is always available with information and counseling for the future. If the key function of X Division is service its principal product is paper. Paper of every size and shape from letters to DD 2l4's flow from the machines of the Personnelmen and Yeomen. Allison B Division is one part of the shipis main propulsion team. ltis primary responsibility is the care and operation of the ships boilers and related auxiliary equipment, Begjdeg Supplying the steam to operate the main engines, the boilers provide steam for galley, laundry, heating system, and hot Water heaters. Steam demands, the result of speed change orders from the bridge, are met by rapid adjustments of equipment supplying fuel oil, combustion air, and feed Water to the boiler. The 721,000 gallons of fuel oil carried aboard the ship also falls under the control of B Division and the Oil King. During the deployment the boilers have burned over 50 million gallons of NSFO fNavy Standard Fuel Oily in 4,400 hours of steaming at a cost of 3400,000.00. Close to half of this fuel oil was consumed during the months of October and March during our two high speed crossings of the vast Pacific Ocean. Perhaps the greatest maintenance scheduling problem for the ship has been the boilers. Schultz , There are two rating structures within the Electrical Division. They are the Electricians Mates and the Interior Communications Electricians. Electrician's Mate: Almost every operation aboard ship, routine or emergency, requires electrical power for its accomplishment. A ship that has lost electrical power has lost its capability as a fighting unit. As Electricians Mates, our main concern is for the operation and maintenance of the equipment used to generate and distribute electrical power. We are also responsible for the maintenance and repair of motors, like our training aid, the A.C. circ water pump motor, batteries, control devices, emergency diesel generators, degauss- ing systems, anchor windlass, electrical galley equipment, a 16,000 cargo elevator, pallet conveyors, electro-hydraulic steering gear, small craft electrical systems, and the NE Division's favorite, the overhead monorail system. Interior Communications Electrician: The '6IC', men repair and maintain the gyro com- pass system, navigation systems, amplified and unamplified voice systems, alarm and warning systems and related equipment. Here several MIC classification codes for jobs that require special training: automatic telephone repairman, closed circuit television technician, gyro compass repairman, optical landing system technician, and submarine steering and diving control technician. Operation of the two main engines, each of which develops 12,000 shaft horsepower, gives the ship a maximum speed in excess of 20 knots. During this cruise, each of the shafts revolved over 30 million times for a total of almost 50 000 miles Durin th' ' , . g is six month deployment the ship traveled almost 10,000 more miles than it did during last years eight month deployment. ln addition to main propulsion machinery, lVl Division personnel are in charge of the ships distilling plants which convert sea water into drinking water and water for the boilers. The shipfitters, pipefitters and damage controlmen of the Repair Division are capable of repairing or fabricating all the many metal and wooden structures aboard DUBUQUE. Foremost among the divisionls varied responsibilities is damage control. Main- taining and testing the ship's damage con- trol and firefighting equipment along with training the ship's company in damage con- trol procedures is a never ending job. R Division is unexcelled in this vitally important field. R Division maintains a twenty-four hour watch in Damage Control Central along with two lower deck sounding and security patrols. These men are constantly on the alert for any fire or flooding hazards. Fire. prevention and protection and the control of damage is our most important product. ln addition, the Repair gang acts as submariners. Every time Set the Ballast Detail is passed, R Division swings into action to ballast down to whatever level necessary to operate with boats and amtracs off the Vietnamese coast. Determining the shipls position and plotting the correct course is the quartermaster gang's primary job, and it is a job with little room for mistakes. Whether using starsights, the sun, loran, radar, the fathometer, or the naked eye, N Division is sure to be right on track. With true professionalism the cluartermasters have guided DUBUQUE through some of the most difficult navigational passages in the World, including Japanls Inland Sea and the Philippines, San Bernadino Straits. U The duties and responsibilities of N Division extend beyond the main job of navigation. During all special evolutions, the quartermasters man the helm, lee-helm, and after-steering as well as the fathometer and gyrocompass repeaters. They are also responsible for one of the most important functions on any ship: maintaining the Deck Log. Willsie C-S Division Officer Although WestPac 69-70 did not include ready group operations, when the signal gang is continually put to its toughest test, C-S Division did demonstrate its high standards of professionalism throughout the cruise. Besides having a thorough knowledge of all forms of intership signalling, a signalman must be vigilant, and DUBUQUFFS signalmen certainly showed their consistent vigilance. Whether returning honors, answering or sending Navy signals, or challenging the merchants of the sea, O0D's never had to ask twice for the outstanding services of the signalgang. When the opportunityfor signal bridge maneuvering did present itself, the signal gang proved the. benefit of their constant drill, they gained the praise of every ship on the squadron. C-S Division is also recognized for the outstanding appearance of the 04 level and the signal bridge itself. Although exposed to constant traffic and weather, these spaces are consistently among the best on the ship. During this deployment some 340 tons of food has been consumed by the crew and embarked Marines. Approximately 650,000 rations have been served. The bake shop has baked some 7000 loaves of bread plus the normal deserts and pastries. Prior to the preparation and serving of meals, S-2 Division is responsible for ordering the necessary food items and the proper stowage of these items. Approximately 1000 food items are carried aboard DUBUQUE in her six provision storerooms and four reefer boxes. Dela Cruz DUBUQUEYS wardroom has been more than fortunate in having the services of S-5 Division. Due to the excellent service rendered to the hundreds of staff and Marine officers embarked, DUBUQUE has gained a wide reputation as a floating hotel. Manned by 18 hardworking stewards and led by a knowledgeable and expert chief, S-5 is responsible for planning, preparing, and serving all meals in the Wardroom and Captain's Mess. This includes an endless variety of excellently prepared dishes from pizza, lasagna, tacos, and beef adobo to filet mignon and baked alaska. Mess members especially looked forward to International Weeks, when the dishes of different countries would be prepared every night. Service is always deluxe, especially when enhanced by freshly carved floral arrangements and a candlelight atmosphere. The division is also responsible for the cleanliness and maintenance of all wardroom and troop officers spaces. During WestPac 69-70, the number of officers messing and berthing aboard DUBUQUE has ranged from 28 to 91. Within CIC, or Combat Information Center, or more appropriately uCenter of Intense Confusionw, these mole-lik6 people twist knobs, push buttons and spill coffee in every effort to plot courses and speeds, obtain navigational positions, and generally drive the OOD to distraction with a continual flow in incoherent numbers and tongue-twisted dissertations. CIC resembles a uBat Cavew . . . Silent, Dark, and Ice Cold, itls the only spot in tropical Vietnam where one is capalllfi of developing pneumonia if not properly outfitted in winter woolens, ear muffs,'and gloves. H The radarrnanls environment and frequent watches are not made easier by the constant changes forced upon him. IH fact, he has learned to be as flexible as the ship's schedule. Before the cruise, his outlook was one of uncertainty, but CIC lived up to its task. This evolution occured several times daily While DUBUQUE served as flagship and home for the flag helicopter. ln addition to the many VIP and administrative flights conducted by the embarked helo the Air Department was directly involved in the vertical replenishments by helicopter of the ships supplies. The Air Department is primarily concerned with air operations which includes the air control of aircraft in the vicinity of the ship, the loading and unloading of aircraft, the refueling of aircraft, and aircraft and flight deck firefighting and safety.
