They need to know why innovations succeed or fail, how well their orga- nizations are functioning, about the need for new services, and about the outcomes of existing services. The ability to provide this infor- mation requires professional re- searchers and evaluators who pos- sess a unique set of skills, a working knowledge of research design and applied statistics, an understanding of organizational behavior and social bn change, a sensitivity to the politics of working in applied settings, and an understanding of the principles of information utilization.
