il Viking Heritage which was planned to stand housed in a 30-toot tower in the quad. Work on this began in May. The conventions at Redlands and Whittier were well represented by the Council, which brought back ideas and experience to help our own school government. Making our campus a neat and respected place is always a problem. To help carry out this plan the Council organized a poster committee to assure the good appear- ance and limit the number of all posters put up on campus. The signboard over the gate on Third Street is another added asset which first semester Council is proud ot, It serves as ci bulletin board for the community and students. With the work on the Viking Guide completed, a booklet containing all essential information about the school, students were able to enjoy the convenience of knowing the who, what and why of Downey High. Keeping the second semester Council busy, was com- pleting the revision of the constitution, to bring it up-to- date. With this done students voted to adopt it, and completed their job. Representative government Most of us have been accustomed to living in a country with a government of the people, by the people, and for the people since our earliest memories, Few of us, however, realize that this tradition of self-government was first established in the New World by the Norseman adventurers, who in 930 AD. came to Iceland and founded what is now generally regarded as the Mother of Parlia- ments. This same assembly, called the Althing, is still in existence in Iceland and its influence has spread throughout the New World. Here at DSHS we continue our Viking heritage of self-government by the election of student leaders by stu- dent votes. Each semester a new cabinet is elected. Mark Mandala, first semester president and Vic Macias, second semester president, have led these cabinets in making de- cisions benefiting the school, student service, and promoting school spirit. Z bisciplineb crew FIRST SEMESTER COURT JUDGES Top: Gary Cooper, Ron Couillard, Janice Caldwell, Chief Justice Jim O'l-lair, Dave Bidnick Bottom: Bruce Pickard, Kay Tidwell, Nancy Baldwin, Don Zaremba A disciplined crew makes for a tight ship and a successful voyage. For this reason the Student Court plays a very important part in D.S.H,S. activities. Court procedure is carried out in an effective manner during the court sessions, with the many officials working hard to achieve proper order. The Student Court has progressed greatly since it was begun in i952 and is still progressing with the help of the advisers and teachers.
