r Tribute to the Administration y Plans are formed and dreams are dreamed, but the actuality of a moving organization .must be performed by willing hands, feet' and minds. The. architect draws-the builder builds. The doctor applies- God heals. To the men and women of D.B.l. that one called the admin- istrator we pay tribute fortheir tenacity and faithfulness of purpose. They have had thechallenge of thework to be done-ethey have accom! plished the missions of presenting themselves: that knowledge might be foremost. Being given to the S-pirit-means warmth of learning.
