Mr. J. Floyd Light Deputy Superintendent Functioning as deputy superintendent, Mr. Howard Horner's tirst obligation is to assist the superintendent with his many and varied responsibilities. In charge ot secondary education, Mr. Horner delegates duties to and works in close association with the high school admin- istration. Besides supervising the curriculum and per- sonnel ot the secondary schools, he aids in the manage- ment and execution ot tederal tunded programs, such as the Head Start Proiect. Mr. Horner is also responsible tor a series ot plans destined to improve instruction, such as the Oregon Program. Superintendent Mr. Floyd Light, serving as superintendent and chiet administrator ot the David Douglas School District, occupies an important and neces- sary position in running a thoroughly organized and etticie-nt school system. Under his guidance and firm determination to excel, the David Doug- las District functions productively and ettectively. His responsibilities range from being well in- formed upon all matters pertaining to each school within the district to budget planning and school activities.
